May 22, 2013: Washington  - Lois Lerner heads the IRS division that singled out conservative groups  who applied for tax exmept status during the 2010 and 2012 election campaigns for additional scrutiny had been summed by Congress to testify Wednesday but she has said she will decline by invoking her constitutional right against self incrimination.

But committee leaders received a letter from Lerner's attorney who said that she would not testify because of an ongoing investigation by the Justice Department.
